This post contains free Study Notes on Democracy for CBSE Class 9 Political Science (Civics) — Chapter 6, New Syllabus. These notes are prepared by an experienced classroom teacher and cover all the key concepts, definitions, and important points from this chapter in a clear, concise format — ideal for quick revision before tests and examinations.
Definition and Meaning of Democracy
Democracy is defined as a form of government in which the supreme power is vested in the people and exercised by them directly or through freely elected representatives. The most quoted definition of democracy is by former US President Abraham Lincoln — "Government of the people, by the people, and for the people."
In a democracy, no single person or group holds unlimited power. Every citizen has an equal voice, and decisions are made through discussion, voting, and consensus.
Essential Features of Democracy
These study notes clearly explain the essential features that every democracy must have. First, there must be free and fair elections held regularly, where every adult citizen has the right to vote — this is known as Universal Adult Franchise. Second, democratic governments must follow the Rule of Law — meaning that no person, including the ruler, is above the law. Third, citizens must enjoy Fundamental Rights such as freedom of speech, equality, and the right to life. Fourth, elected governments must be accountable and transparent to the people they serve.
Democracy vs Other Forms of Government
A key section of these notes compares democracy with other forms of government such as monarchy, dictatorship, and oligarchy. This comparison is important for examination questions that ask students to explain why democracy is considered a better form of government than alternatives.
India as a Democracy
India is the world's largest democracy. The notes cover how India's democratic system functions — through free elections, a written Constitution, an independent judiciary, and the protection of rights for all citizens regardless of caste, religion, gender, or economic background.
Important Keywords for Exam Preparation
Key terms covered in these notes include Universal Adult Franchise, Rule of Law, Fundamental Rights, Accountability, Constitution, Electoral Process, and Representative Democracy — all of which are frequently tested in Class 9 examinations.
